MUUNGANO Initiative for Climate Justice is an alliance of 8 Civil Society Organizations in Uganda. These are: GREEN RIGHTS ORGANIZATION, HADHARANI POLICY INSTITUTE, UBUNTALISM GLOBAL, PROVEN FOUNDATION, YOUTH SENATE, CENTER FOR ENERGY GOVERNANCE, AFRICAN INITIATIVE ON FOOD SECURITYAND ENVIRONMENT AND WEKA AFRI SUSTAINABLE BIODIVERSITY & FOOD SECURITY FOUNDATION. GREEN RIGHTS ORGANIZATION is the host organization of the alliance.
About MUUNGANO Initiative for Climate Justice
Climate justice is a type of environmental justice that focuses on the unequal impacts of climate change on marginalized or otherwise vulnerable populations. Climate justice seeks to achieve an equitable distribution of both the burdens of climate change and the efforts to mitigate climate change. Climate justice examines concepts such as equality, human rights, collective rights, justice and the historical responsibilities for climate change.
There is little doubt that climate change will lead to unprecedented changes in the natural environment, which will in turn affect the way we live, with potentially dramatic consequences on our health, energy sources and food production systems. Climate change is one of the most urgent and pressing global challenges of our time, with wide-reaching effects on the environment, society, and economies. However, the impacts of climate change are not felt equally across the globe. Marginalized and vulnerable communities, including low-income groups, indigenous people, people of color, and women, are disproportionately affected by climate-related disasters and environmental degradation.
There is also the realization that the most vulnerable might also be further disadvantaged by responses to climate change which might exacerbate existing inequalities around race, gender, sexuality and disability. When those affected the most by climate change despite having contributed the least to causing it are also negatively affected by responses to climate change, this is known as the ‘triple injustice’ of climate change.
The concept of climate justice acknowledges that because the world’s richest countries have contributed most to the problem, they have a greater obligation to take action and to do so more quickly. However, many fear that whatever international agreement is reached between governments, it will compound the already unjust burden on the poor and vulnerable. A rapidly growing number of social movements and civil society organizations across the world are mobilizing around this climate justice agenda. Citizens from both the South and the North are drawn to this concept, in part, because many are already experiencing the impacts of climate change and they worry about the fate of their families, homes and livelihoods.
Conceptions of climate justice can be grouped along the lines of procedural justice and distributive justice. The former stresses fair, transparent and inclusive decision-making. The latter stresses a fair distribution of the costs and outcomes of climate change (substantive rights). Climate justice also tries to address the social implications of climate change mitigation. If these are not addressed properly, this could result in profound economic and social tensions. It could even lead to delays in necessary changes.
Climate justice actions can include the growing global body of climate litigation.
About the Program
The program’s aim is to promote climate justice by promoting research on the impact of climate change on the most vulnerable people and impact of climate mitigation solutions on the poor, advocating for equitable policies and legislations, undertaking public interest litigation in the interest of those most affected by climate change and climate change mitigation solutions, training and capacity building of the different actors supposed to manage climate change, ensuring participation of citizens in climate change management decisions and strategic communication to promote awareness about climate change issues.

Program Components
Research on Climate Justice
Objective: Influence decisions on climate change mitigation and solutions by contributing towards the available body of knowledge and evidence to demonstrate the disproportionate impact of climate change on the poor and very vulnerable.
Activities
Identify areas of research and organize to conduct research on the same.
Policy Advocacy and Legal Reform
Objective: Influence the development of climate change policies and legislations that promote justice for marginalized communities.
Activities: Collaborate with environmental and social justice organizations to draft policy recommendations
- Work with lawmakers and international organizations to integrate climate justice into national and global climate frameworks
- Launch campaigns to demand accountability from governments and corporations in addressing climate impacts on vulnerable communities.
Public Interest Litigation on Climate Change issues
Use legal practice to set case law precedent to further climate change mitigation efforts from public institutions, such as governments and companies. Climate litigation typically engages in one of five types of legal claims:
- Constitutional law(focused on breaches of constitutional rights by the state),
- administrative law (challenging the merits of administrative decision making),
- private law(challenging corporations or other organizations for negligence, nuisance, etc.,
- fraud or consumer protection (challenging companies for misrepresenting information about climate impacts), or
- Human Rights (claiming that failure to act on climate change is a failure to protect human rights).
Community Empowerment, Training and Capacity Building
Objective(s):
- Equip vulnerable communities with the knowledge and resources to adapt to climate change and advocate for their rights.
- Empower key actors at the various levels both at national and local levels with the requisite knowledge and skills to perform their responsibilities as per the various laws and policies
Activities:
- Establish training programs on sustainable agriculture, renewable energy, and disaster risk reduction.
- Provide financial and technical support for community-led climate adaptation and mitigation projects.
- Organize workshops and community forums to promote dialogue between community members, experts, and policymakers.
- Organize capacity building trainings for leaders at the various levels
Education and Public Awareness Campaigns
Objective: Raise awareness of climate justice issues among the general public and decision-makers.
Activities:
- Launch media campaigns to highlight the effects of climate change on marginalized populations.
- Create educational materials (videos, reports, infographics) to teach communities about the link between climate change and social justice.
- Host community events such as climate forums, film screenings, and social media campaigns to engage people in climate justice.
Multi-Stakeholder Collaboration
Objective: Promote cross-sectoral collaboration to develop innovative, equitable climate solutions.
Activities:
- Facilitate dialogues between environmental organizations, social justice groups, indigenous leaders, and government officials to promote shared goals and actions.
- Organize international conferences, summits, and webinars to discuss best practices in climate justice and build cross-border alliances.
- Encourage businesses to adopt corporate social responsibility (CSR) practices that prioritize environmental justice and inclusivity.

Environmental rights are the legal and human rights that empower individuals and communities to advocate for a sustainable and healthy environment. These rights are essential for addressing climate change, pollution, deforestation, and biodiversity loss.
